Vilnius Council has decided to transform Vilniaus Plan, an institution that has been planning the city’s infrastructure and providing innovative solutions to the city for more than 25 years, into a private limited liability company. The change of status is based on the recommendations of the Organisation for Economic Development and Co-operation and the implementation of good governance practices. By changing the legal form of a municipal company and managing it more efficiently, the company’s profitability is expected to increase and, consequently, more profit is expected to be collected as a contribution to the municipal budget. “Changing the legal status of the company from a municipal company to a private limited company symbolises the path of good change that Vilnius Plan is on. The city administration, the sole shareholder of the company, is grateful to the company’s management and board of directors who have been in place for the past year and who have signalled that the company is ready for such a change,” said Kipras Krasauskas, Assistant to the Vilnius City Municipality Administration, who presented the issue to the Council. – The change of status is not a fundamental change, but we will continue the company’s transformation in the near future: the package of services outsourced by the administration to the company will be confirmed, and more focus will be put on planning the future of the city’s urban areas using big city datasets and their analytics. Currently, the company mainly provides services to the municipality, but the changes will allow the company to have a more significant presence in the market and to offer its services to other customers. “By applying good governance practices, we are aiming for greater transparency and openness, and by gaining greater independence, we will be able to operate competitively in the market and provide our services more widely,” comments R?ta Klev?n?, Director of Vilniaus Plan, on the company’s future changes. It is hoped that the transformation of Vilniaus Plan into a private limited company will also increase the transparency of management, and that the Board of Directors, which is responsible for the company’s activities, will be given responsibility for the decisions it takes, without transferring the responsibility to the municipal administration. With the change of legal status, Vilnius Plan aims to be a data-driven company for city life and development. Its perspective is to develop and manage digital solutions for the sustainable and innovative functioning of the city, to monitor city services and their management, to provide data for decision-making and, of course, to ensure the protection and security of the data it holds. The legal changes will enable the company to achieve its objectives more efficiently and to market its services more widely.
