The proposed cycle path in Antakalnis: results of consultations with residents

6 December. A second consultation with residents was held in Antakalnis district on the construction of a cycle path on Antakalnio street and Nemenčinės highway.

During the consultation, ID Vilnius designers presented a possible scheme for the path. The results of the two consultations with residents will be taken into account to further develop the technical design.

The projected cycle path will be implemented by means of a major overhaul. The initiator and client of the project is Vilnius City Municipality, the project promoters are ID Vilnius.

During both consultations, a wide range of suggestions were received from residents, both in person and by email. The most accepted suggestions were those related to the proposed cycle path and falling within the scope of the overhaul project.

Proposals involving major changes to the site, such as changes to public transport routes, changes to traffic regulation or the installation of alternative cycle path links, are rejected as they are outside the scope of the overhaul project. This article presents the responses to the suggestions received from residents during the second meeting.

Proposals adopted:

    1. Numatyti apšvietimą pėsčiųjų take einančiame per mišką, lygiagrečiai Nemenčinės plentui. 
    Apšviestumas bus skaičiuojamas viso projekto ribose ir esant nepakankamam apšviestumui nuo gatvės šviestuvų, bus numatomas papildomas apšvietimas.
  1. 2. Provide greenery between the bicycle path and the street carriageway (from the entrance to the Vilnius University parking lot to Saulėtekis Avenue).
    The proposal is accepted. The landscaping will be adjusted during the preparation of the technical design.
  1. 3. Towards Saulėtekis Avenue, move the cycle path away from the carriageway, leaving space for a potentially viable extended deceleration lane for right turns.

4. Extend the pedestrian link from the stop “Nemenčinės plentas” to the pedestrian crossing over the Nemenčinės plentas road, so that the crossing can be reached without crossing the cycle path.

Proposals not accepted:

  • Change the surface of the pedestrian path through the forest (from the entrance to the Vilnius University parking lot to Saulėtekis Avenue) from the planned concrete tile surface to a black asphalt surface.
    Not accepted. In accordance with the Vilnius City Municipality Street Infrastructure Standard, the footpaths shall be surfaced with concrete tiles.
  • At the Nemenčinės plentas station, the pedestrian walkway should be routed through the passenger waiting platform instead of behind the cycle path, thus saving one vertical buffer zone.
    In order to ensure comfortable pedestrian movement along Nemenčinės pl., the proposal is rejected. The proposed option would not provide pedestrians with a convenient separate path (as the existing design option provides), but would require them to pass between people waiting at the bus stop.
  • Find another location for the pedestrian crossing (at the Nemenčinės plentas bus stop), change the location and shape of the ramp (by the stairs towards the Antakalnio žiedas bus stop).
    Changing the location of the crossing (before the entrance) increases the height difference and would require an even longer ramp. In addition, there would be a change in the type of construction, a change in the boundaries of the structure and an additional reconstruction of the utilities would be required.
  • Connecting the planned cycle path with the Vileišio Street cycle path, reducing the hospital site, demolishing the fence.
    In order to connect the planned cycle path with the Vileišio Street cycle path via Antakalnio Street, the boundary of the plot adjacent to the footpath would need to be changed, and the fence of the Antakalnio Clinical Hospital would need to be demolished. The type of construction of the projected cycle path is capital repairs. No alterations to the site or demolition of any other registered structures are envisaged within the scope of this project.
  • Provide a crossing and a cycle crossing also on the other side of M.K.Oginskio Street, thus connecting the existing Vileišio Street cycle path with the newly designed path.
    This would require clearing the hillside and felling mature trees.
  • Is the Antakalnis Clinical Hospital fence a registered structure and who owns it?
    The Antakalnis Clinical Hospital fence is a registered structure on the site and its demolition is not envisaged by this project.
  • Prohibit left turn from Nemenčinės pl. to the petrol station.
    No traffic changes are foreseen with this project. The solutions of this project do not preclude the possibility of considering larger scale traffic changes in the future in this area.

Although publicity procedures for major renovation projects are not foreseen in the law, the live consultation on the proposed cycle path was based on good practice. The consultation aims to listen to residents’ suggestions at the beginning of the project and to familiarise them with the design solutions.
