A new public space (0.278 ha) is planned in Naujosios Vilnios district, at the intersection of Juodojo cesta and Tolimosios street, next to the LIDL service and shopping centre. The municipal company Vilniaus Plan will soon present the design proposals to the citizens of Vilnius. The planned area is about 8 km away from the city centre and close to Pavilniai Regional Park. There is a garden community nearby and a car park belonging to a shopping centre. The area is characterised by an artificial water body and an oak tree with a diameter of 103 cm. The oak tree, a long-standing attraction for local residents, is being preserved, as are the spruce and thuja hedges planted by the local residents. Taking into account the existing footpaths and the commercial facilities in the vicinity of the site, the site includes footpaths, a recreation area with benches, a wooden children’s walking track, litter bins and lighting. At the request of the residents, the pond will be fenced. A water access for firefighters is planned between the car park and the pond. The designers, having assessed the existing planting and its condition, have designed additional planting to enrich the public space and act as a noise and pollution barrier. The species chosen for this are undemanding, medium height species: mountain pines, medlars, flexes, hydrangeas, etc. These design proposals have not yet been approved by the municipality. The Urban Landscape Unit informs that the design proposals will only be evaluated after a public consultation on the design proposals. The approval of the design proposals will be subject to an assessment of their compliance with the terms of reference of the design proposals, which were previously discussed in a public meeting with the local community. It will also assess the project’s compliance with the applicable legislation and requirements set out in the ToR. Unless the design proposals are approved by the municipality, the technical design cannot be prepared and no permit for the installation of the public space project will be issued. The developer invites the public to submit their comments and suggestions until 28 February 2022 at 12.00 noon or at a public meeting.
