To implement the Law on Noise Management, Vilnius City Municipality establishes, within its competence, quiet agglomeration zones, the territorial boundaries of which are approved by Vilnius City Municipal Council.
According to the Vilnius City Municipality’s Quiet Zone Regulation, quiet agglomeration zones can be established on the initiative of residents, i.e. at the request of a community or a number of housing associations in the area. In this context, Vilnius City Municipality invites municipalities, communities, neighbours, housing associations and other legal entities to submit proposals for the establishment of Quiet Agglomeration Zones.
What is a Quiet Congestion Zone?
These are residential (or mixed with recreational and health care social infrastructure) areas, undisturbed by heavy traffic and other major noise sources, and intended for a quiet lifestyle. Quiet agglomeration zones are established to create acoustic comfort for the city’s inhabitants at night.
The size of the Quiet Agglomeration Zone should not be less than 2 ha.
The following applies in the Quiet Congestion Zone threshold annual average night-time noise level of 50 decibels (Lnight < 50 dBA). You can check the acoustic situation in the area using strategic noise mapping maps.
Prohibitions apply in the Quiet Congestion Zone
In the quiet zones of the conurbation it is forbidden:
- economic activities generating noise exceeding the values set for the zone at night;
- public celebrations, music, promotional and other events at night, except for events for which residents have been granted a permit in accordance with the established procedure;
- outdoor construction, repair, installation and other night-time work;
- use of civil pyrotechnics (except on public holidays before 1am, subject to authorisation).
When submitting a proposal for a quiet agglomeration zone, please specify:
- Name of the legal entity;
- Your registered office address, email address and phone number;
- Location of the Quiet Congestion Zone (address/map cut-out);
- A description of the area.
For each proposed quiet agglomeration zone, a site and ambient noise analysis will be carried out. The results of the analysis will be communicated to the proposing legal entity within 10 days.

ID Vilnius is carrying out the identification of quiet zones in the agglomeration on behalf of the Urban Environment Division of Vilnius City Municipality Administration.
